Project idea
The project is a system of distance learning and support to improve the psychological health of foster children and parents, as well as to protect their rights. The project implements specialized programs that include individual and group work with psychologists, legal support, assistance on social issues and training courses for specialists.
The main goal of the project is psychological rehabilitation of foster children and improvement of the quality of child-parent relations. The project seeks to increase the resourcefulness of foster families, help them overcome crisis situations and prevent secondary abandonment.
To achieve these objectives, the project utilizes a comprehensive approach that includes:
- Individualized work with each child and his or her foster parents to establish a trusting relationship.
- Group sessions with psychologists to share experiences and support between families.
- Legal support to protect the rights of children and parents.
- Social assistance aimed at solving domestic and administrative issues.
- Training courses for specialists working in the field of family placement of orphans.
Comprehensive support allows timely identification of signs of crises and prompt response to them, applying effective methods of preventive work and crisis intervention.
The project is oriented towards long-term results and provides continuous support to families at all stages of foster care. This allows not only to solve current problems, but also to prevent possible future difficulties, ensuring stability and well-being in families.
An important part of the project is the collection and analysis of statistics on the secondary abandonment of children and the success of adaptation, which allows for the adjustment and improvement of support programs. Statistics are used to evaluate the effectiveness of practices and to make necessary changes to training and support programs.
Relevance
The problem of secondary abandonment of children from host families is one of the most acute problems of family placement of orphans. Experts estimate the number of children returning to orphanages to be as high as 5,000 per year. This situation is caused by a complex of factors: behavioral problems of foster children, their lack of basic social skills, pedagogical neglect, and health problems.
Foster parents are often not sufficiently prepared for the peculiarities of orphans, do not know the ways of adaptation and psychological rehabilitation of children, and need professional assistance from various professionals, including psychologists, social workers, lawyers, and others.
Children from orphanages are fundamentally different from their peers growing up in families from birth. The loss of biological parents, as well as the subsequent stress associated with placement in an institution for collective living and upbringing, impose the heaviest imprint on the formation and development of the child's personality. In addition, the majority of orphanage residents are children from asocial families who have had difficult early childhood experiences involving violence, hunger, lack of parental care and lack of satisfaction of basic needs.
All this leads to psychological deviations in the child, which can be expressed in a variety of behavioral disorders, affects the relationship in the family and the position of the family in society. In total, according to statistical data (as of the beginning of 2019: statistical observation form 103-RIK, https://docs.edu.gov.ru/document/136126e649bb57c304f7d7263eb90445/), more than 400,000 children are being raised in foster families of various forms of family placement.
The opportunity to contact highly professional specialists face-to-face is available mainly to foster families in large cities, while assistance is not available to residents of small settlements. Lack of specialist support can lead to the child being returned to a children's home.
The Federal Remote Foster Family Support Service is a unique and necessary project that provides vital services to strengthen family bonds and support the well-being of orphaned children and their foster parents throughout Russia. Its support and development is crucial to ensure stability and care for the most vulnerable members of society.

Project Results
The "Federal Remote Foster Family Support Service" project implemented by the "Find a Family” Charitable Foundation shows impressive results for the reporting period from October 2020 to December 2021. Despite some changes in the calendar, the service has successfully adapted its programs to meet the increasing demand and needs of foster families.
The demand for the service is evidenced by the long waiting list for individual counseling and group sessions. This indicates a high level of customer satisfaction and interest in the programs offered. Feedback from participants and professionals through questionnaires, counseling and testing indicates the relevance and effectiveness of individual counseling and group programs. Not only do they respond to clients' needs, but they also help improve emotional well-being, parenting competencies, and trust in professionals.
Programs for adolescents in particular focus on developing emotional competence, self-knowledge, understanding personal values, and building self-regulation strategies. These programs also help improve relationships with parents and deal with conflict situations.
The format of the service, rated by clients as comfortable and efficient, allows them to achieve their goals and see the value in the services offered. Clients appreciate the professionalism of the specialists and are ready to recommend the programs to others.
The success of the project is due to the relevance of the activities to the needs of the beneficiaries, quality methodological support, a qualified team of specialists and the support of management and experienced supervisors. The most important achievement was systematic assistance to foster families throughout Russia, expanding coverage and services. Participation in the project and support from the CSS grant allowed for a significant evidence base of performance, leading to winning the Registry of Evidence-Based Practices competition and verification by independent experts.
The ongoing demand for the service emphasizes the need to continue and develop the project, which confirms its relevance and importance to the community.
