Project idea
The project aims to expand the experience of organizing supported living (SL) for individuals with mental health conditions to other regions in Russia.
The project includes: systematizing, analyzing, and documenting Rostok’s extensive experience in providing multifaceted support and organizing supported living; developing methodological and practical guides for specialists in other regions; assisting regional authorities and NGOs in preparing supported living projects; and providing support for the practical launch of SL projects across Russia.
Relevance
Currently, there is no legal basis for the forced placement of individuals in psychoneurological care facilities. However, individuals with mental health conditions lack real choices due to an underdeveloped social support system that could enable safe community living. Alone and without support, these individuals cannot adapt to independent life in the society. And if they have family members, those often find caring too heavy of a burden, which can lead to the decision to place the individual in institutional care.
According to specialists, around 40-45% of those living in psychoneurological care facilities could live within the community if continuous support were available. This support requires resources comparable to those allocated for psychoneurological care facilities but demands a shift in social support approaches.
Several NGOs in Russia have already implemented successful supported living practices for people with mental health conditions. One of these organizations is Non-Profit Partnership Pskov Regional Public Charitable Organization “Rostok”, which provides comprehensive support, including supported living and assistance in transitioning from institutional care.
The project aims to share supported living practices with other regions, bringing Russia closer to conditions that would enable the gradual closure of residential facilities and a shift toward more humane, effective forms of social support for individuals with mental health conditions.

Project Results
With Rostok’s assistance, regional supported living projects are being promoted: in the Chelyabinsk Region, a project passport has been developed, and an agreement with VEB RF has been signed for project preparation; in the Khabarovsk Krai, a proposal has been approved by VEB RF and the governor, with an internship request from the Ministry of Social Protection; in Bashkiria, an application has been submitted for a regional grant; in the Lipetsk Region, a project passport is being prepared with the Ministry of Social Protection; in the Moscow Region, investor discussions are ongoing; in the Pskov Region, the governor has signed a supported living concept, and the organization “Me and You” requested additional training for their staff; in Chelyabinsk, Rostok is supporting the opening of a training apartment, with a request for internships; collaborations with the Russian Orthodox Church (ROC) involve developing a distance-learning SL course and planning internships for their social workers; project partners, including “Louis Quarter,” the Center for Curative Pedagogy, and “Anton’s Right Here,” have requested either a distance training course or 5-day seminars.
